There is no end to the human tragedies taking place on the refugee routes to and in Europe. European asylum policy seems to be failing. An agreement for a fair distribution of the refugees has still not been reached. Civil society, however, has come together with NGOs such as Caritas, Diakonie, the Red Cross and others to provide a helping hand to an enormous number of refugees during the last few weeks.
The Lower Austrian town of Horn in the Waldviertel has also opened its doors and in July created temporary housing for 100 people from Syria, Iraq, Somalia and Eritrea in a former Caritas hospice. This decision was preceded by fierce discussions among the town's citizens.
Director Peter Beringer was in Horn for several weeks where he succeeded in creating a sensitive portrait of the coexistence of the "newcomers" in Horn with the locals, that addresses the key issues of the refugee debate and the worries facing both sides.
